The shadow chancellor George Osborne has vowed to tackle some of the biggest burdens facing small businesses.
Mr Osborne has said he is working on a "radical package" of measures to overhaul aspects of income tax planning and payment, national insurance and VAT.
He continued: "When I talk to small business owners up and down the country, they all tell me the same thing: although they want to offer more flexible working, red tape makes it much too difficult."
Accountancy firm Grant Thornton is to produce a report on the administrative problems small firms face.
The shadow chancellor also emphasised that the Conservative party would fight Gordon Browns increase in small business taxation - from 19 to 22 per cent.
He said: "This was the third increase in three years.
"The chancellor also introduced yet another set of complex tax reliefs that most start-up companies wont actually be eligible for.
"If his past tax reliefs are anything to go by, even the companies that could claim the relief wont be able to afford the tax advisers they need to do so."
Mike Cherry, FSB financial affairs chairmen, recently criticised tax developments in the 2007 Budget which were designed to provide small businesses with tax mitigation.
He maintained that the changes were overly complicated and that many small businesses did not even qualify for them.
